Custom Setting C2 & C3 grayed out on R, can not recall them

I have successfully set up Custom setting 1, C1 for certain photography type and I can recall it and use it without any issue.
Then I set up Custom Setting 3, C3 for another type and it is registered properly but I can not recall it when I try to select it, it is grayed out.
Actually both C2 & C3 are grayed out and cannot be selected.
Auto update Settings option is Enabled.
I couldn't find anything on the net about this. Any idea what's wrong?
In the picture, you can't really see the difference but C2 & C3 are grayed out and can not be selected!?!

Your title says 'R' but your other posts refer to an R1. Assuming you have the R1, there is a feature to restrict the available modes and the C2 and C3 modes are disabled when you take the camera out of the box. Go to Custom Function menu 1, select the restrict shooting modes option and put ticks in the C2 and C3 boxes. Personally, I only have M, C1, C2 and C3 available and cycle through them with the M-Fn button (if I need Bulb mode, it's something I'm going to have time to set up so I just re-enable it).

Sorry, just a typo, it is for R1 and thanks for the info, the issue is resolved. Why would Canon disable C2 & C3 as default?!? it is bizarre IMO. I suppose you programmed M-Fn button to work that way?

No idea, but it was that way with the 1D X as well, IIRC.

Yes, I have switch to custom mode assigned to M.Fn. Pressing M.Fn cycles through the C# modes and M. My full setup is here.
