I think it is a Homing or Racing Pigeon. You can just about make out a ring on its right leg. By chance I saw one this afternoon. There are three rings on its legs. The black one has the owners telephone number (if "lost"), the yellow one its registration number, and the green says "BENZIN". It looks like a Rock Dove.

I saw him again today and got the rest of the phone number, which I tracked down on Google and have messaged the owner.

It has been an odd year along the SoCal coast, with marine layer almost daily in the morning and evening so the mountains have been the destination.
