For one-off novelty shots with the tilt-derived "miniature" effect , not requiring huge image quality, the LensBaby is an under $100.00 option that does very well. Or, for the DIY person not scared to go into Home Depot (at least wielding cash and not credit info), a spare old Nifty Fifty or other cheap lens can be made into a DIY tilt lens for about 10 bucks of hardware - go forth and google.
