Edit: from what I see, the first that I came across and that looks similar is a (female?)

This afternoon locally. I had another shot of it in flight, ruiningly blurred. I've just put it through maximum sharpening with Topaz and I think it is enough to see it is a female Blacktailed Skimmer.
